Illinois IELCE Tool Kit

The ICCB developed this tool kit for administrators. It explains the required components of an IELCE program, including IET (Integrated Education and Training). All IELCE adult education programs are required to offer an IET program.

The IET model used in Illinois is the Integrated Career & Academic Preparation System (ICAPS). Through ICAPS programs, students are co-enrolled in adult education and CTE credit or certificate courses. Instruction is provided through team teaching by CTE and adult education faculty. In addition, IET programs provide supplementary support courses and comprehensive student supportive services.

Illinois IELCE Civics Competencies
The 70 Illinois EL/Civics Competencies are divided into seven topic areas: The Democratic Process, Community Resources, The U.S. School System, Health and Wellness, Housing, Employment, and Consumer Economics. Teachers of IEL/CE classes are required to cover two competencies per 15 attendance hours. For complete information about the competencies, take the iLEARN course Illinois IEL/Civics Competencies.

Checklist for Tracking Illinois IELCE Civics Competencies
This is a sample form teachers can use for tracking students' attainment of the Illinois IELCE Civics Competencies. Note that institutions may have their own forms or tracking systems.

Illinois IELCE Civics Classroom Activity List
This is a collection of suggested classroom activities for many of the Illinois IELCE Civics Competencies, developed by a team of Illinois IELCE instructors. To learn more about the Activity List and how to use it, take the iLEARN course Activities for Illinois IELCE Classes.

Community Connections: Education for Involved Communities
ALRC developed this reproducible, multilevel civics curriculum for adult English learners through a federal EL/Civics grant. The civics content can be easily integrated into any existing ESL curriculum. Community Connections consists of 6 flexible modules, each containing:

  • Illustrated, multilevel lesson activities with teacher notes.  Activities include vocabulary, reading, writing, experiential learning, and more. 
  • Classroom Picture Set:  illustrations from the module, enlarged 
  • Flashcard Picture Set: illustrations from the module in flashcard format  

Many of the Illinois IELCE Civics Competencies can be taught using these materials.
